The decision, taken by the Executive Committee of the International Olympic Committee at the Olympic Assembly on December 10, includes all Olympic sports, including team disciplines.

“We thank the Executive Committee of the International Olympic Committee for the gradual and consistent move towards restoring the basic principles of the Olympic Charter,” Degtyaryov wrote on his Telegram channel. “We will carefully analyze the Executive Committee’s decision and will continue to work towards the full restoration of the rights of all our athletes.”

The Minister added that, provided that the status of the Russian Olympic Committee is restored, these rules will apply to the Youth Olympic Games, which will be held from October 31 to November 13, 2026 in Dakar (Senegal).

The International Olympic Committee recommended earlier Thursday that Russian and Belarusian youth athletes be allowed to participate in international tournaments, whether in individual or team sports, under their country’s flag and national anthem.

The International Olympic Committee stressed that determining what is considered “youth competitions,” as well as implementing these recommendations, is subject to the regulations of each international sports federation separately.

In late February 2022, the majority of sports organizations suspended the participation of Russian athletes in international competitions on the recommendation of the International Olympic Committee.

Some Russian athletes later got the opportunity to participate in international competitions in a neutral capacity.
